1、 Overview of construction projects
The new high-performance aerospace wire and cable project invested by Fujian Lien Technology Co., Ltd. is located in Wotou District, Baijin Industrial Zone, Minqing County, Fuzhou City, Fujian Province. The project covers an area of 44274m2, with a total construction area of 23906m2, mainly including 2 plants, 1 dormitory building, 1 complex building, and 1 product testing center. The annual output of high-performance aerospace wires and cables is 14000km (including 6000km of high and low voltage power cables, 8000 km of various overhead lines). The total investment in Phase I is 120 million yuan.
On March 9, 2016, the Environmental Protection Bureau of Minqing County replied to the project with the Approval Opinions on the Environmental Impact Report Form of High Performance Aerospace Wire and Cable Project (MH [2016] No. 41); The main works of the project were completed from March 2016 to November 2017. The scope of this acceptance includes all buildings of the red line of the project land, the environmental protection measures proposed in the Environmental Protection Acceptance Report on the Completion of High Performance Aerospace Wire and Cable Project of Fujian Lien Technology Co., Ltd., and the Approval Opinions of Minqing County Environmental Protection Bureau on the Environmental Impact Report Form of High Performance Aerospace Wire and Cable Project (MH [2016] No. 41).
According to the announcement of the Ministry of Environmental Protection on the issuance of the "Interim Measures for Environmental Protection Acceptance of Construction Projects after Completion" (National Environmental Protection Regulations and Environmental Assessment [2017] No. 4) (November 22, 2017): "Article 5: After the completion of a construction project, the construction unit shall truthfully inspect, monitor, and record the construction and commissioning of environmental protection facilities for the construction project, and prepare an acceptance monitoring (investigation) report Fujian Lien Technology Co., Ltd. basically completed production capacity construction in November 2017 and put it into trial operation. 4、 Construction of environmental protection measures
During the project construction process, various environmental protection facilities can be constructed in accordance with the environmental assessment report form and the approval opinions of the environmental protection regulatory department.
1. Wastewater: All cooling water used in the production process of this project is recycled and not discharged; The wastewater generated by this project is only domestic sewage. At present, the project has a complete municipal pipe network system, so the domestic sewage generated during the operation of the project will be treated in Septic tank to meet the Class III discharge standard in Table 4 of the Integrated Wastewater Discharge Standard (GB8978-1996) and then connected to the Baijin Industrial Park Sewage Treatment Plant for centralized treatment. At present, the domestic sewage of this project has been connected to the municipal sewage pipeline network.
2. Waste gas: This project generates natural ventilation in the workshop, but in actual construction, the workshop cannot install non methane total hydrocarbon treatment facilities such as "gas collection hood+activated carbon adsorption" as required by the environmental impact assessment approval. According to the analysis of production process and raw material composition, the emissions of volatile organic compounds (VOCs) during the production process are relatively small. Through actual measurements of the production process in the workshop and the organic waste gas 1 meter next to the highest concentration point of volatile organic compounds (extrusion sheath process) and the surrounding area, the results show that the non methane total hydrocarbons and volatile organic compounds (VOCs) at the highest concentration point in the workshop can meet the emission standards.
3. Noise: The noise mainly comes from the noise generated during the operation of wire drawing machines, pipe stranding machines, and traveling cranes. This project has implemented noise reduction measures for the completed equipment through sound insulation, shock absorption, and other measures.
4. Solid waste: The production and treatment measures of solid waste in this enterprise are as follows:
(1) During the operation period of this project, the main solid waste includes copper wire and plastic. According to the information provided by the construction unit, 48t/a of copper wire and 40t/a of plastic are discarded in one year, all of which are recycled by the original manufacturer.
(2) The project employs 100 employees (including 50 living in the factory and 50 not living in the factory), with an annual working day of 250 days. Therefore, the amount of domestic waste generated by the project is approximately 90kg/d, which is 2.25t/a.
5、 Acceptance monitoring results
1. The wastewater generated by this project is only domestic sewage. The construction of the domestic sewage discharge outlet has been completed and has been connected to the municipal sewage pipeline network, ultimately entering the Platinum Industrial Park sewage treatment plant for unified treatment.
2. This project generates natural ventilation in the workshop, but in actual construction, the workshop cannot install non methane total hydrocarbon treatment facilities such as "gas gathering hood+activated carbon adsorption" as required by the environmental impact assessment approval. According to the measured results of organic waste gas, the production of non methane total hydrocarbons and volatile organic compounds (VOCs) in the workshop is less than the concentration limit of unorganized emissions in Table 2 of the Comprehensive Emission Standard for Air Pollutants (GB16297-1996), and also less than the limit of "1-hour average concentration at the boundary of enterprises" in the "Emission Control Requirements for Volatile Organic Compounds in Key Industries in Fujian Province (Trial)", which has little impact on the surrounding environment, And combined with the measured results of non methane total hydrocarbons at the factory boundary, which are both less than the unorganized emission concentration limit in Table 2 of the Comprehensive Emission Standard for Air Pollutants (GB16297-1996) and less than the "1-hour average concentration at the enterprise boundary" limit in the "Emission Control Requirements for Volatile Organic Compounds in Key Industries in Fujian Province (Trial)", under the premise of meeting the emission standards of non methane total hydrocarbons and volatile organic compounds (VOCs), The air pollution prevention measures of this project comply with the relevant requirements of the Environmental Impact Report of High Performance Aerospace Wire and Cable Project and the Approval Opinions of Minqing County Environmental Protection Bureau on the Environmental Impact Report of High Performance Aerospace Wire and Cable Project (MH [2016] No. 41).
3. During the normal operation of the project, the noise at the boundary of the plant meets the requirements of Class 3 areas in the Emission Standard for Industrial Enterprises Noise at Boundary (GB12348-2008), the Environmental Impact Report of High Performance Aerospace Wire and Cable Project and the Approval Opinions of Minqing County Environmental Protection Bureau on the Environmental Impact Report of High Performance Aerospace Wire and Cable Project (MH [2016] No. 41).
6、 Summary
Through acceptance investigation and analysis, the high-performance aerospace wire and cable project invested by Fujian Lien Technology Co., Ltd. has basically implemented the requirements of the environmental impact assessment report form and approval. The production cooling water is recycled and not discharged, and the domestic sewage is discharged after being treated in the municipal pipeline network and treated by the sewage treatment plant to meet the standards. The factory boundary noise is discharged to meet the standards, solid waste is properly disposed of, and non methane total hydrocarbons and volatile organic compounds (VOCs) are discharged to meet the standards, Overall, it meets the requirements for environmental protection acceptance upon completion of the construction project.
